The Honour Roll pays special tribute to those police officers who died on or off duty while serving the City of Saint John.
1926 – Constable Stephen Perry McCavour
Cst. McCavour attended the Seaman’s Mission to the report of an argument between men on New Years Eve. Cst. McCavour was assaulted while trying to break up the continued disturbance and fell to the bottom of the stairs. Cst. McCavour died at the public hospital six hours later as a result of his injuries sustained in the call.
1981 – Constable James Anthony Oram
Cst. Oram was born April 28th, 1958. Cst. Oram attended Atlantic Police Academy (Holland College) in PEI in 1979 and graduated as valedictorian of his class. Cst. Oram joined the Saint John Police Force on November 26th, 1979, a position he held until meeting his death in a traffic accident while on vacation on May 19th, 1981
1996 – Constable Royce Christian Isenor
Cst. Royce Isenor was born in 1954, after graduating from the Atlantic Police Academy, Constable Isenor joined the Saint John Police Force, ultimately becoming one of the departments most liked and well respected officers. In 21 years on the force, he never lost his enthusiasm or his passion for his chosen profession. Constable Isenor took many courses throughout his career and was an instructor at the Atlantic Police Academy from 1982-1992. Royce Isenor was an active member of the Saint John Policeman’s Protective Association, serving as 4th Vice President in 1992 and Executive assistant in 1993. Constable Isenor died at his residence following a courageous battle with cancer on December 2nd, 1996.
1999 – Constable Peter Marc Caswell
Cst. Peter Caswell was born Feb 24th, 1968. Cst. Caswell joined the Air Force as Military Police Officer prior to joining the Blacks Harbour Police Force in 1993. Cst. Caswell was hired by the Saint John Police Force and died in a tragic hunting accident January 2nd, 1999.
2014 – Sergeant Kenneth Churchill
Sergeant Churchill was born Jan 5th, 1961. Sgt. Churchill was a member of the Saint John Police Protective Association working as a City of Saint John Police Officer for 24 years before retiring as Sergeant in October 2012 due to his illness. Sgt. Churchill passed away on July 7, 2014 at Bobby’s Hospice.
2015 – Constable Mike Hebert
Cst. Hebert was born November 15, 1971 Constable Mike Hebert graduated from the Atlantic Police Academy in 2007. Following graduation, he was hired as a Constable with the Saint John Police Force, a job he was very passionate about. Before attending the Police Academy, he was a conductor with NB Southern Railway and was well known as “Big Mike” at the Blue Store in Fundy Heights. Michael Paul Hebert died on April 20, 2015.
